What is the bizarre uniform protecting them from?The uniform seems to be some sort of brightly-colored foam outfit that covers nearly 100% of their body.What is this for?

maybe its just to protect there body in case someone aims wrong as air can be just as sore as a bullet when it hits

The shooting jackets and pants are stiff enough to help hold the shoulder still as he or she shoots. Take a look here; http://marplerifleandpistolclub.org.uk/pictures/suit01.htm There are rules that dictate how thick the jackets can be as well as how they are constructed.
Since the bullseye on an Olympic target is only 0.5 millimeters wide, the shooters need to stand as still as possible to make good scores.
