The top surface of tracks are rubber. The under layer is asphalt. The hardness of the track can be adjusted during construction.
Tracks like the one at the Olympics are very hard, which makes them fast. Practice tracks are much softer, and slower. If a track is too hard it will cause injuries to the people training.
The color of the track is a choice the manufacturer gives, they can be several different colors.

An indoor track is constructed of wood and metal with a rubber surface. However the Olympic Track is strickly an outdoor venue.

Outdoor track construction is typically a hard base that is semiporus, has a synthetic layer over that. Some older tracks are sand or crushed gravel. Sometime practice/warmup tracks have a layer of bark or wood chips. The synthetic layer on a competition track will vary for the location, weather, sun fade, school colors etc.
